India will keep its anti dumping duty on phthalic anhydride imported from China and South Korea for another five years. The Ministry of Finance issued customs notification 20/2026 on 5 August 2026, replacing the earlier notification of August 2021.
The move follows the sunset review findings of the Directorate General of Trade Remedies (DGTR), released on 7 May 2026. The review covered China, Korea and Thailand, but duties continue only on the first two.
The duty is US$40.08 a tonne on material from China and US$140.17 a tonne on material from Korea, applying to all producers in each country. It covers tariff item 2917 35 00 and is payable in rupees at the exchange rate on the date the bill of entry is filed.
Phthalic anhydride is the main product made from ortho xylene and goes into plasticisers, alkyd resins, unsaturated polyester resins and dyes.
Market Research Outlook: Five more years of protection gives Indian phthalic anhydride makers room to run plants at higher rates and plan expansions. Thailand’s exclusion keeps a lower cost import route open, which should cap domestic prices. Steadier phthalic demand also supports local ortho xylene consumption.
